Ceremonial Grand Opening of 3rd Lagoon Cell

Tweed, ON – The Municipality of Tweed is releasing the following information.

The Municipality of Tweed hosted a ceremonial grand opening of the new 3rd lagoon cell on Monday, April 25, 2022 to celebrate the completion of the Tweed Wastewater Lagoon System Upgrades.

Construction of the Tweed Wastewater Lagoon System Upgrades project was jointly funded by the Government of Canada, the Government of Ontario, and the Municipality of Tweed. The project began in 2020 and was completed and operational by the end of November 2021.

Work included the construction of an additional 2.8 ha of lagoon storage with a water depth of 4.7 m, installation of an aeration system and associated piping and diffusers to improve effluent quality, installation of new positive displacement blowers and controls with variable frequency drives to supply aeration system, installation of piping and chamber to allow for metered flow paced discharge, and installation of 1,100 m of new covered discharge pipe to replace the previous ditch which was prone to flooding.

The completion of these upgrades allows for additional storage to eliminate early discharges and bypasses. The aeration system has allowed for limits to ice formation and to improve the effluent quality (by reducing ammonia, HSS, and toxicity) to meet new effluent criteria. The new covered discharge pipe allows for discharge during spring flooding without effluent breaching the previous ditch. Flow paced discharge will ensure the effluent is discharged when the receiving stream has the maximum assimilative capacity.

The upgrades to the lagoon system will improve quality of life and the community of Tweed as well as the communities and environment of Stoco Lake, downstream and ultimately, Lake Ontario.

Quotes

“I am pleased to see the Municipality of Tweed’s Wastewater Lagoon System Upgrades be fully operational. Ontario is defined by its beautiful lakes and rivers, and we need to ensure they remain healthy for future generations. Our Government will continue to work with our provincial and municipal partners to invest in these types of projects, which are good for the environment and for people.”

The Honourable Dominic LeBlanc, Minister of Intergovernmental Affairs, Infrastructure and Communities

“As I said in December 2020 when this essential environment project launched, ‘There is nothing more important than our environment and ensuring our infrastructure keeps pace with its protection as our communities grow and prosper.  Every corner of our two counties can affect every other corner and so this is an important investment not only by and for Tweed, but also for all its neighbours in every direction. I thank Mayor Albert and Tweed for their leadership in undertaking this project and am very happy to salute the timely provincial and federal support for this green project.”  What I said then is even more important now as the project has been completed and our citizens reap the benefits of this project by the three levels of government.” MPP Daryl Kramp

“We are very happy that the Municipality of Tweed was successful in obtaining an Investing in Canada Infrastructure Program: Green Infrastructure Stream grant for our wastewater and lagoon system upgrades. This project was completed under budget and early. For the first time in at least 19 years, no early discharges under the cover of ice were required from our lagoon system. The support from both the Government of Canada and the Province of Ontario were greatly appreciated as a smaller community, such as Tweed, would not have been able to complete this project without their support. The additional environmental and economic benefits from the project will be enjoyed by all current residents and many more for the years to come.” Mayor Jo-Anne Albert
